03fcdf8f0b api: added store_exception_api for remote exception storage. 
- this will be used in the new indexer that could now report indexing error right back into RhodeCode.

2e8001e5fa application: add debug mode that switches logging to debug. 
It's no longer required to reconfigure all logging. debug flag
now does it automatically.

389e95092c auth-plugin: show if plugin is activated and enabled in the list. 
- We don't wont to confuse peaople with enabled/activated meaning and the fact plugin needs to be first activated, then enabled.
