e5360e80e4 pull-reqests: workflow, change who can close a PR, it's only super-admin 
owner or person who can merge.

- before it was every reviewer can close. Which really doesn't make sense.

aa53b82e49 vcs-settings: moved creation of largefiles default dirs into vcs settings view. 
- couldn't find a better place to do this
- check is cheap, and moving it out from AppStart to here makes more sense
- users need to enable largefile form this view, so enforcing defaults dirs
makes most sense right here in this view.

022732590f core: remove writing of largeobject dirs on AppStartup. 
- this makes celery much slower
- creates a database connection on APP start which again makes celery explode sometimes
- making a db connection on AppCreation could lead to some problems in future.

7515b25253 comments: remove helper to render a comment object. 
- we always use helper renderer, and for consistency we should stick with that.
It makes refactoring, and general use much harder. DB objects should have least
possible logic inside.

91e2b2f9f9 http-app: simplify detection of chunked encoding. 
- since we now properly use chunked requests git client reports this in nicer way.
we no longer need to rely on hacks to detect chunked streams.

b4b97b1b4e repo-creation: validate and forbid creating .git suffixed repository names. 
- because of git-lfs support, and also becuase to support the clone of git bare repositories
we cannot allow creating such repositories.
