b59e2e9485 db: adjust beaker_cache column size. If this column is created via Beaker itself it uses 
BLOB for mysql, this can cause some issues with cache sizes not fitting.

We move the creation into our script, then it uses proper size.

4637dd151e caching: add option to cache diffs for commits and pull requests. 
- new option for vcs settings to enable caching of diffs and commits
- enables auditing of PR after closing it, and removing commits from source repo
- speed up for large PR upto 20x
- reduced memory usage

bdf5f0afb6 svn: enable hooks and integration framework execution. 
- This change will allow SVN to execute rhodecode integration framework
via executing the builting hooks.
- uses txn_id for svn to provide metadata required via Apache
- Interception of SVN transaction is required to use temporary stores for metadata
- hooks are now part of vcsserver where the install/control logic is stored

6f2703e4af default-reviewers: introduce new voting rule logic that allows 
defining vote rules for user groups assigned to the default reviewers.

- allows to set per number votes on user groups
- group reviewers by groups
- store the rules and show them in the UI
- fixes #5409

f6063fb031 pull-requests: don't select first commit in case we don't get default branch. Loading 
compare from commit 0 to something selected is very heavy to compute. Instead force
user to select the ref manually. ref #5414

90c9124213 events: properly refresh comment object to load it's relationship. 
This prevents from issues of reading associated statuses of comment during
a partial commit (using Session().flush)

bd6d47475c api: add consistent permissions_summary data for both user and user_groups that expose 
the summary of permissions for each object.

- deprecates the 'permissions' data key for get_user

f9f80e3ff9 feed-token, user, performance: lazy load the feed_token. We only need it for 
scope of web requests. For vcs operations, we don't need it.

- 20ms to load this can save up much time for SVN requests.
