0bbae6c416 pull-requests: only allow actual reviewers to leave status/votes. 
Other participants aren't allowed that, they could only sent text comments
to not distract from actual votes that count towards the overall review.

6c71e979b5 db: don't use lazy loaders on PR related objects. 
-pr itself has too many data to load lazy, and causes excesive memory usage.

9430615145 pull-requests: overhaul of the UX by adding new sidebar 
- sidebar aggregates comments, todos, observers, referenced tickets, and reviewers
- live components push now comments, reviewer presence, and todo live via channelstream
- sidebar is collapsable, and stored in user session
- simplified number of information on the pull request page
- fixed and cleanup of the outdated comments and at version comments that in some cases reported wrong version assignment.

8bd65513e6 pull-requests: properly save merge failure metadata. Before this change 
when reference errors were saved the de-serialization lost some of the
attributes resulting in bad formatting of merge failure messages.

3ca5ca1105 pull-requests: changed the order of close-branch after merge, so we don't leave open heads. 
Branches will be closed, and then merged based on the close commit. This is a proper and recommended
workflow for feature branches and close option.

5d5bf456a6 permissions: allow users to update settings for repository groups they still own, or have admin perms, when they don't change their name. 
- this before gave no-permission errors as the parent group access was checked
- since the group parent permission should be checked at creation, or name change this commit fixes such case
