0147afa4ff fix(svn): fixed svn ssl support compatability. Fixes #5711 
the header downgrade can be eanbled by default as it works on ssl and non ssl.
Make configuration much easier

a507c058d8 feat(git/svn): remove filesystem modifications from git/svn calls. When sharding comes in place we can't do this. 
- This code was moved back to the vcsserver logic now

25c079d921 feat(svn): improvements to handle SVN protocol 1.4 features 
- added support to actually allow HEAD type calls
- support HEAD / DELETE calls properly with new requets
- use request session for performance optimization on making a lot of calls.

4162cecdee fix(svn): fixed txn_id extraction from the data buffer. 
- This buffer is always BYTES
- use new python3 getvalue that can get the data and not exhaust the iterator
- fixes # 5707

55a2a5ab18 fix(permissions): Invalidate cache on changing the default permissions 
In case of change of global permissions the logic there can change the scope of permissions so much that we need to run a full permissions flush. This fixes #5700, and fixes #5701
