c1da5a8ad4 repos, repo groups, user groups: visually show what user is an owner, and if 
potentially he is disabled in the system.

2687022328 repos, repo groups, user groups: allow to use disabled users in owner field. 
This fixes #3374. There's no good benefit of having possibility to prevent
setting disabled user from beeing an owner.
It can happen that we start preperating a system and use disabled accounts.
Also users shouldn't be forbidden to edit settings on an disabled owner.

f53ce87693 config: Move HttpsFixup middleware up 
Wrapping it around the Pyramid application makes SSL work. Since it also does
things with the strict transport security headers, I kept it this way for now.
Most probably we can shrink it to only contain the htsts things and use the
prefix middleware of paste.

c19b05b352 login: Log redirection target on debug level 
We have some magic when computing the URL, it is good if we can see in the debug
log this detail.
