emails: don't use tag type for commit flow in pull-request type emails.
...
- they don't render nicely in small devices
- they are way off visually to all other elements of emails making it almost like a primary elements (which they aren't)

pull-requests: loosen strict view of pull-requests that state is changing
...
- we now replace it with limited view which still allows deletion/editing of reviewers or title and description
- added labels for state changing instead of grey out (it was used for closed PRs)
- small UI fixes

pull-requests: add merge check that detects WIP marker in title. This will prevent merges in such case.
...
Usually WIP in title means unfinished task that needs still some work.
This pattern is present in Gitlab/Github and is already quite common.

gunicorn: moved all configuration of gunicorn workers to .ini files.
...
- ini files should be the only config source
- gunicorn config only brings a logic we don't want to change
- memory monitoring will be now controlled by .ini file as well.

- ux wise having two main action buttons was bad and confusing
- radionselector makes it a single create gist action with optional type+explanation
