981307fc4f landing-rev: fixes #4102, use branches instead of landing tip refs by default.

4637dd151e caching: add option to cache diffs for commits and pull requests. 
- new option for vcs settings to enable caching of diffs and commits
- enables auditing of PR after closing it, and removing commits from source repo
- speed up for large PR upto 20x
- reduced memory usage

6f2703e4af default-reviewers: introduce new voting rule logic that allows 
defining vote rules for user groups assigned to the default reviewers.

- allows to set per number votes on user groups
- group reviewers by groups
- store the rules and show them in the UI
- fixes #5409

- dependencies: bumped:

 -celery==4.1.0
 -kombu==4.1.0
 -pytz==2017.3
 -Routes==2.4.1

Removed all pylons components. Refactored the code to use only pyramid
parts

725145927b security: limit the maximum password lenght to 72 characters to prevent possible 
server side resource consumption attack.

- bcrypt heavy computation can lead to DOS using a very long password .eg 10**8 lenght.
- we allowed this on registration or on password update

b4b97b1b4e repo-creation: validate and forbid creating .git suffixed repository names.

9e6713219c repo-groups: implemented default personal repo groups logic. 
- fixes #4003
- adds new settings to automatically create personal repo groups for users on API cal, add user form, registration
- it's possible to create a pattern based repo group for example /u/{username}

cbafa9652e user-groups: new selector for user group memebers. 
- removed old two column selector in replacement of autocomplete list
- scales much better for alrge number of users
- still allows to select single users and user groups

d92e030879 vcs: moved svn proxy settings into vcs related settings 
- vcs middleware now returns dummyHandler if not configured
- propagate the per-repo vcs related configs into VCSMiddleware
- moved the forms arround and group things into more logical blocks

2687022328 repos, repo groups, user groups: allow to use disabled users in owner field. 
This fixes #3374. There's no good benefit of having possibility to prevent
setting disabled user from beeing an owner.
It can happen that we start preperating a system and use disabled accounts.
Also users shouldn't be forbidden to edit settings on an disabled owner.
