zebra-report: deploy chromium decoder anchor 
Pulls in zebra-report dad697d: hidden muted <audio> element attached
alongside the MediaStreamAudioSourceNode forces chromium's WebRTC
decoder to actually run. Without it the worklet sees silence on
chrome remote audio tracks. Fixes fedora chrome silent-room from
ticket 0001.
