Add scheduler disable flag to troubleshoot timeout issue
...
- Add DISABLE_SCHEDULER environment variable to disable scheduler
- Set DISABLE_SCHEDULER=true in deployment to test if scheduler is causing hangs
- This is a temporary fix to isolate the problem
