f543920d9d system-info: unified data structures for usage in API. 
- most datastructures now use dicts, and consisten return value for human and regular values
- added detection of high load average
- improved inodes/archive/gist storage limits
- fixed problems with references of setting value as human_value and data overrides
- re-did search info (more useful for 2 backends that we use)

c68c339c0b system-info: fetch vcs settings from vcsserver. Fixes #4276 
- redone the system info page. Errors/Warnings now show next to the
data, and also show up in API call.
- implemented fetching of git/hg/svn version from running vcsserver
- implemented fetching of vcsserver version from itself
- added more warnings/errors detection on RAM/Inodes etc
- few cleanups

9e6713219c repo-groups: implemented default personal repo groups logic. 
- fixes #4003
- adds new settings to automatically create personal repo groups for users on API cal, add user form, registration
- it's possible to create a pattern based repo group for example /u/{username}

cbafa9652e user-groups: new selector for user group memebers. 
- removed old two column selector in replacement of autocomplete list
- scales much better for alrge number of users
- still allows to select single users and user groups
- fixes #4291 (user group shows only username in members)

de243f8c31 svn-support: Add missing argument to tmplate context. 
This argument was only added in the view handling GET requests.
But in case of an error the POST view also rederes the template
and threfore need this arguement.

cc96354c0b gists: Remove gist_type from update method in model. #4243 
We do not allow to change the gist type from public to private or vice versa.
Therefore there is no need to provide a ability in the model to do it.

d92e030879 vcs: moved svn proxy settings into vcs related settings 
- vcs middleware now returns dummyHandler if not configured
- propagate the per-repo vcs related configs into VCSMiddleware
- moved the forms arround and group things into more logical blocks

b23f4f5b5d admin: Use error message from UserCreationError when updating a user. 
If we get a UserCreationError on updating a user we should display the
more specific error message from the exception.

2687022328 repos, repo groups, user groups: allow to use disabled users in owner field. 
This fixes #3374. There's no good benefit of having possibility to prevent
setting disabled user from beeing an owner.
It can happen that we start preperating a system and use disabled accounts.
Also users shouldn't be forbidden to edit settings on an disabled owner.
