98f97b18fd user-groups: added info, and new panel to control user group synchronization. 
- allows to check status of user-group and if it's going to be sync-ed via
  external plugins.
- allows to set manual synchronization for already existing RhodeCode Groups.

cbafa9652e user-groups: new selector for user group memebers. 
- removed old two column selector in replacement of autocomplete list
- scales much better for alrge number of users
- still allows to select single users and user groups
- fixes #4291 (user group shows only username in members)

2687022328 repos, repo groups, user groups: allow to use disabled users in owner field. 
This fixes #3374. There's no good benefit of having possibility to prevent
setting disabled user from beeing an owner.
It can happen that we start preperating a system and use disabled accounts.
Also users shouldn't be forbidden to edit settings on an disabled owner.

2e53340908 admin: in usergroups admin allow prefiltering the list of users 
based on an autocomplete query. also updated a couple tests which
were not testing correct response.
