877b1f16b8 metrics: remove bootstrap timing, as its not usefull at all. 
Counter resets on each start we don't get any good metrics out of that

2b3b3aa5a7 observers: hide it for CE edition. 
- This hide is simple, but real logic is in the validate function which would only work if EE edition is installed.
