0d8040e6fa bootstrap: allow setting certain env flags for usage in CLI scripts. 
- we can catch that later in pyramid and skip certain heavy actions to speed-up CLI invokation

15972afecb ssh: use proper way of extracting the HOOK_PROTOCOL out of vcssettings. 
- it might be not stored inside the .ini file so we should use the config
that has proper defaults, and it's used in many other places.

ba710e874d ssh-support: don't use API calls to fetch the data. 
We now rely on pure bootstrap executable that has access to the database and can
check things directly without any API calls.

034abca8dc ssh: embedded ssh support 
- updated command generation and added debug flag
- updated .ini config to have ALL required components to run SSH commands
- rcssh-wrapper now is embedded and pinned into version of enterprise
- update ssh_support configration
- implements #5343
