5a4a98b40e git: use a fetch_sync based creation of remote repos. 
- skips fragile dulwich code that has problems with large repos
- is in sync with logic that does remote fetch
- is faster and more efficient

c5f41094fe mail: use faster detection of email misconfiguration. This should be done at earliest 
possible step to prevent from DB query for recipients if we wont send email anyway.

1bd980d752 emails: ensure none empty emails are fetched from admin accounts in recipinets aren't specified. 
- in some cases we could create LDAP or other external accounts with empty email. That could crash the mailing lib.

d662f70d95 celery: use safe environ extraction. In few cases of executing tasks at non-pyramid level. 
e.g executed from hooks we cannot read environ properly. Without it our bootstrap code
will still generate proper urls.

b1de755718 celery: don't disable celery if 1 task fails. This results in permanent 
disable in case of any errors. We rather want to always check and fallback
to sync.

5f9ae2ae11 pylons: remove pylons as dependency 
- dependencies: bumped:
 -setuptools-scm==1.15.6
 -celery==4.1.0
 -kombu==4.1.0
 -pytz==2017.3
 -Routes==2.4.1

Removed all pylons components. Refactored the code to use only pyramid
parts

c1a7f5edef celery: dont proxy request if one not available (eg. repo push) and 
use pyramid settings rather than pylons since repo push has no
pylons context available.

95ff761670 celery: create custom celery task class which loads context/threadlocals
