e1d1da53b9 pytest: restructure fixtures/plugins to fix problems with pkg_resources and Can't perform this operation for unregistered loader type errors. 
- seems the latest pytest breaks older packages relying on pkg_resources when defining a entrypoints plugins
- change the way we register plugins to be local only, this is what we need anyway

f33e0ddc9f core: change from homebrew plugin system into pyramid machinery. 
- it's faster to load
- homebrew system was never used as intended
- it's cleaner CE/EE code this way

0946eaebaf caches: use repo.lru based Dict cache. This LRUDict uses Timing Algo to not have to use locking 
for the LRU implementation, this it's safer to use for dogpile. We used it before with beaker, so it's
generally more stable.

5f9ae2ae11 pylons: remove pylons as dependency 
- dependencies: bumped:
 -setuptools-scm==1.15.6
 -celery==4.1.0
 -kombu==4.1.0
 -pytz==2017.3
 -Routes==2.4.1

Removed all pylons components. Refactored the code to use only pyramid
parts

034abca8dc ssh: embedded ssh support 
- updated command generation and added debug flag
- updated .ini config to have ALL required components to run SSH commands
- rcssh-wrapper now is embedded and pinned into version of enterprise
- update ssh_support configration
- implements #5343

5286b2484f core: added two new commands rcsetup-app and rcupgrade-db that will 
replace pserve equivalents.

- pserver uses some internals from pylons, and we want to remove this.

f5a84e0461 nix: Add subprocess32 to build inputs. 
From the python 2 docs: POSIX users (Linux, BSD, etc.)
are strongly encouraged to install and use the much
more recent subprocess32 module instead of the version
included with python 2.7. It is a drop in replacement
with better behavior in many situations.
