de8ff5bcfa file-nodes: added streaming remote attributes for vcsserver. 
- this will enable doing a streaming raw content or raw downloads of large files without transfering them over to enterprise for pack & repack using msgpack
- msgpack has a limit of 4gb and generally pack+repack for 2gb is very slow

5a4a98b40e git: use a fetch_sync based creation of remote repos. 
- skips fragile dulwich code that has problems with large repos
- is in sync with logic that does remote fetch
- is faster and more efficient

6f2703e4af default-reviewers: introduce new voting rule logic that allows 
defining vote rules for user groups assigned to the default reviewers.

- allows to set per number votes on user groups
- group reviewers by groups
- store the rules and show them in the UI
- fixes #5409

5f9ae2ae11 pylons: remove pylons as dependency 
- dependencies: bumped:
 -setuptools-scm==1.15.6
 -celery==4.1.0
 -kombu==4.1.0
 -pytz==2017.3
 -Routes==2.4.1

Removed all pylons components. Refactored the code to use only pyramid
parts
