8627996783 issue-trackers: implemented more sophisticated ticket data extraction based on advanced regex module, and special 
look-behind regex. This is a recommended ticket extraction from Atlassian itself (for Jira) and we also
implemented it for Redmine, or tickets

96128f7f58 files: use ref names in the url, and make usage of default landing refs. 
- fixes #5601
- cleanup file edit/delete/add to use common breadcrumbs functions
- make the urls with ref names persistent in case we have the landing ref selected
- in most cases we only want to show refs instead of full commit-id, this is how other types of tools work anyway

3c0a8c8b19 users/user-groups: added context of what we're editing. 
- Before panel titles didn't show names of edited objects which could be confusing and lead to editing wrong users or user groups.

a7aeae1394 permissions: rename repository permissions to mention those are access permissions.

dba51863a2 ui: added action link that repliaces current mix of actions in options and action buttons 
- this was part of new UI that we didn't ship in 4.17
- makes whole UX more consistent and has a single creation path for many different objects
- this is ready for more actions in future
- context actions change if we're in repo group or repo
- new users has creation option available if their personal repository group exist.
