633c58187e packages: updated celery to 4.3.0 and switch default backend to redis

823c59c011 encryption: added new backend using cryptography + Fernet encryption. 
- This would soon replace the old deprecated one based on pycrypto
- We need a migration for the encryption data

2e8001e5fa application: add debug mode that switches logging to debug. 
It's no longer required to reconfigure all logging. debug flag
now does it automatically.

db4b2e05bc configurations: update attached configuration INI files with the ENV_ substitution infomation.

ba710e874d ssh-support: don't use API calls to fetch the data. 
We now rely on pure bootstrap executable that has access to the database and can
check things directly without any API calls.

8f02ca668c diffs: use whole chunk diff to calculate if it's oversized or not. 
- This fixes an issue if a file is added that has very large number of small lines.
In this case the time to detect if the diff should be limited was very very long and CPU intensive.

8efc4d92c5 repo-commits: ported changeset code into pyramid views. 
- refactored part of naming to use commit_id instead of revision
- renamed some parts to repo_commits instead of changeset without breaking backward compat

2a2581e7b3 svn-support: Make the reload command timeout configurable via ini file. 
Duration of the reload command may heavily vary between different
commands, setups, etc. Therefore we should make the timeout
configurable. This way customers can adapt it to their needs.
