55ed321e0a configs: use new style of comments on .ini files. 
- This will allow better diffing options with control mako templates
- main problem was ## comments which in mako we needed to escape.
- cleanup configurations with some nicer formatting/comments

aa65b092ff gunicorn: moved all configuration of gunicorn workers to .ini files. 
- ini files should be the only config source
- gunicorn config only brings a logic we don't want to change
- memory monitoring will be now controlled by .ini file as well.

633c58187e packages: updated celery to 4.3.0 and switch default backend to redis 
- we usually have redis, and it makes our stack simpler and easier to debug.

823c59c011 encryption: added new backend using cryptography + Fernet encryption. 
- This would soon replace the old deprecated one based on pycrypto
- We need a migration for the encryption data

2e8001e5fa application: add debug mode that switches logging to debug. 
It's no longer required to reconfigure all logging. debug flag
now does it automatically.

db4b2e05bc configurations: update attached configuration INI files with the ENV_ substitution infomation. 
In addition show better error message if substitution cannot be made.

ba710e874d ssh-support: don't use API calls to fetch the data. 
We now rely on pure bootstrap executable that has access to the database and can
check things directly without any API calls.
