db64ea8c81 api: use consistent way to extract users, repos, repo groups and user groups by id or name. 
- makes usage of Number vs String to differenciate if we pick objec ID or it's name
this will allow easy fetching of objects by either id or it's name, including numeric string
name
- fixes #5230

75ef1f61eb api: comment_pull_request, added commit_id parameter to validate status changed on particular commit. 
- when using the API and creating a comment with status change it's now possible to pass in
commit_id, this will allow validation if status change of pull_request is allowed based on the given
commit_id. This solves the case when long running test sends approval of pull request which was
already updated several times. The commit_id will now validate for which state the approval was made,
and prevent accidental aproval of outdated pull requests.

c081457f2c repo-schemas: refactor repository schemas and use it in API update/create functions. 
- now it uses consistent way of serializing/validating data
- parent groups are consistenty handled by name parameter
- fixes #4133
- fixes other problems with bad data
- changes API slightly
- validation chain ordering, first permissions, then uniqness.
  Helps prevent resource disvovery

c68c339c0b system-info: fetch vcs settings from vcsserver. Fixes #4276 
- redone the system info page. Errors/Warnings now show next to the
data, and also show up in API call.
- implemented fetching of git/hg/svn version from running vcsserver
- implemented fetching of vcsserver version from itself
- added more warnings/errors detection on RAM/Inodes etc
- few cleanups

9e6713219c repo-groups: implemented default personal repo groups logic. 
- fixes #4003
- adds new settings to automatically create personal repo groups for users on API cal, add user form, registration
- it's possible to create a pattern based repo group for example /u/{username}
