7f994fc993 tests(core): made the test flag setting more flexible. 
We no longer use .ini setting, but relly on env variables, that is now set
via pytest env plugin

b1bfdeb6ba caches: enable cache TTL=30s for auth-plugins. 
- mostly due to this gives massive performance gains.
- most of customers choose to use it.
- svn gets *massive* boost from this.

5f9ae2ae11 pylons: remove pylons as dependency 
- dependencies: bumped:
 -setuptools-scm==1.15.6
 -celery==4.1.0
 -kombu==4.1.0
 -pytz==2017.3
 -Routes==2.4.1

Removed all pylons components. Refactored the code to use only pyramid
parts

562d672a0c celery: Reorder celery imports to fix case where celery tasks were being

b2edd71976 vcs: Move the setup code for vcs lib from pylons to pyramid layer. 
The VCS setup code now uses the prepared settings from pyramid layer.

7fefcc4ffb db: Set rhodecode.is_test in make_pyramid_app instead of make_app 
Based on this setting the crypto backend is selected: brypt or md5.
During tests md5 is used to sppedup test execution. We have to move this
setting up to the pyramid layer otherwise the test DB init will use bcrypt
and the tests use md5. This will result in test users not able to login.
