0beeba3cdc permissions: flush all user permissions in case of default user permission changes. 
- this is a special case that due to inheritance we need to flush ALL users permissions
- before the default permission changes didn't flush the caches result in cached values beeing present until the cache expires

a727f47925 pull-requests: fixed source of changes to be using shadow repos if it exists. 
- previous logic was flaved as the OR condition always used the main repo
- in case of GIT push -f and rebase we lost commits in the repo resulting in
  problems of displaying versions of pull-requests.

9143b86d83 pull-requests: loosen strict view of pull-requests that state is changing 
- we now replace it with limited view which still allows deletion/editing of reviewers or title and description
- added labels for state changing instead of grey out (it was used for closed PRs)
- small UI fixes

453a6ee9a2 emails: updated emails design and data structure they provide. 
- more consistent UI for emails
- nicer formatting, plaintext emails
- major cleanup and fixes lots of incosistencies
- additionally debug-style now allows to test emails in browser for faster development

a7aeae1394 permissions: rename repository permissions to mention those are access permissions.

2180d8010a quick-filter: use a dedicated method for fetching quick filter nodes. 
This code needs a fast and dedicated method for this. We'll re-implement it and
we don't want to change existing API. So it's just a start to have a duplicated
method that will be rewritten.

5ef518bfdb file-source: ensure over size limit files never do any content fetching when viewing the files. 
- otherwise we use lot of memory
- we can easily hit msgpack 4gb size limit on svn repos which often store such non binary files

de8ff5bcfa file-nodes: added streaming remote attributes for vcsserver. 
- this will enable doing a streaming raw content or raw downloads of large files without transfering them over to enterprise for pack & repack using msgpack
- msgpack has a limit of 4gb and generally pack+repack for 2gb is very slow
