chat.html: send chat data at decoder baud so messages decode
The inbound UART decoder is constructed at ZEBRA_BAUD_HANDSHAKE and never re-tuned, but chat DATA frames were sent at the negotiated/default baud (10). HELLO frames (sent at 50) decoded fine — peers appeared and the link looked healthy — but DATA at 10 never decoded against a 50-baud decoder, so messages never crossed. Send DATA at ZEBRA_BAUD_HANDSHAKE to match the decoder.
