Add neopig card & source links for unsandbox, standardize ampersands

- Add neopig card with description & links to about page and pig.py source
- Add pig.py and un-inception source code links to unsandbox card
- Replace "and" with "&" across all project descriptions for consistency
- Update CLAUDE.md with git commit guidelines
