feat(web): add scenarios UI - explorer, detail, and homepage section

- Add scenario detail page with run history at /scenarios/[id]
- Add collection-scoped scenario detail page
- Add featured scenarios section to homepage
- Add useScenarios hook for data fetching
- Regenerate CLI manifest
