Fix duplicate payment status transition and email domain issues
- Add status transition to STATUS_DOUBLEPAY_REFUND_COMPLETE after successful refund - Keep STATUS_DOUBLEPAY_REFUND status for failed refunds to enable retries - Fix refund email domain by using create_shop_context_request for proper shop context - Add comprehensive test for duplicate payment refund status transitions - Consolidate test logic to reduce complexity while maintaining coverage This prevents infinite refund retry loops for successful refunds while allowing retries for failed refunds due to insufficient funds. Email notifications now use the correct shop domain instead of localhost.
