Fix make serve to respect 0.0.0.0:6501 bind address

The --reload flag was ignoring the listen = 0.0.0.0:6501 setting
in development.ini. Added explicit --bind=0.0.0.0:6501 to make serve
target to ensure development server binds to all interfaces on port 6501.

This allows external access to the dev server for testing.
